CONCEPT DEVELOPMENT MECHANISM OF PUBLIC TENDER
Background: Well-organized procedure of public purchases gives
the possibility to save public money which can be used for the tasks at the
national level. Therefore there arises the need to develop effective mechanisms
to control the public bidding. Aims and Objectives: Development of
mechanisms of preparation and validation of annual procurement plan,
identification of priority of public procurement, determination of
qualification requirements for prospective contractors, evaluation of proposals
from suppliers and inclusion of these mechanisms in the general concept of managing
public bidding. Methods: Logical and comparative analysis, method of
grouping. Results: The proposed concept of management of open tendering
includes the above mechanisms to help improve information flows of public
procurement. The tasks have been formed according to the principles of public
procurement. Conclusions:
The proposed concept is recommended for management of open bidding.
