IDENTIFYING AND QUANTIFYING THE INTRAREGIONAL IMBALANCES VALUES AS THREATS TO STATE ECONOMIC SECURITY

Background: At the present stage of development of Ukraine a priority task for the authorities is ensuring state economic security. Formation of state economic security components contribution is particularly important in achieving this condition. Aims and Objectives: Identification and evaluation of imbalances in regional socio-economic development as a factor affecting state economic security. Methods: Research is based on Methodology of evaluation of state economic security of Ukraine, Law of Ukraine "On regions development stimulation", Cabinet of Ministers Resolution "On introduction of differentiation assessment of inter-regional and intra-regional social and economic development". Theoretical foundation is security strategies, regional studies and principles of state administration. Methodological basis: systems theory, control theory, theory of sets, information technology applied to economy. Results: A set theory model of calculation of the integral index of imbalances of socio-economic development has been developed. The criteria for the formation of indicators system for identification and quantification of imbalances values have been suggested. Conclusion: The proposed approach to identification and assessment of regional socio-economic development imbalances can be used in public authorities activities to eliminate state economic security threats.
